Hamilton went into the final session with a 6-1 lead but the Hong Kong player reduced that deficit by winning the eighth and ninth with a 107 break.
That should have been the catalyst for Fu's recovery, but Hamilton scrapped to take next four frames, with the 11th decided on a re-spotted black.
The Nottingham player will now play Ian McCulloch in the last 16.
