Lee, who reached the semi-finals in 2003, lost 10-4 to Northern Ireland's Joe Swail at the Crucible in Sheffield.
The 33-year-old from Trowbridge said: "I have just been making up the numbers the last two years.
"I am sick and tired of packing my suitcase only to unpack it again soon after. It's dragging me down."
Lee started the season number 10 in the world, and began the tournament as the 13th seed.
But after a season in which his only final, where he lost 10-3 to Mark Selby at the Masters, was not a ranking event, he is now certain to fall out of the top 16 for the first time in 11 years.
